In a report commissioned by Catholic Oblates, a retired Quebec Superior Court judge says he believes the sexual abuse allegations against retired priest Johannes Rivoire. Accused of abusing multiple children in Nunavut decades ago, Rivoire fled to his home country of France in 1993.
